A maior parte è feita pelo proprios users, existem gadgets para fazer isso.

Sao programas freeware que servem para fazer mensagens de erro, já tou farto de ver cenas dessas em cds de revistas de informatica...

Podes usar um site para fazeres isso online. Experimenta neste ->http://atom.smasher.org/error/ ; ou podes fazer download de um programa freeware chamado  Error Message Generator

no dito site a primeira ja me aconteceu, quando estava a ouvir musica no foobar e este adicionava as lyrics ao mp3, aparecia-me esta mensagem a dizer qualquer coisa da integridade do sistema......

ja agora tb ja tive um erro no pc da fac. que era algo do genero: quando abria o explorer o pc dava erro porque nao tinha memoria suficiente, eu mandava desligar ou reiniciar mas davame erro porque tambem nao tinha memoria suficiente, nem o gestor de tarefas abria.

Um giro que tive no Vista (tive... durante uns dias) era quando fazia encerrar aparecia uma janela a dizer que um programa ainda estava em execução, algo do género:
"Explorer
A tocar som de fim de sessão"
